In Zigzagging Outer Space, I examine the legal complexities arising from the proliferation of LEO mega-constellations and propose the creation of COSMOS (Coordinated Oversight System for Mega-constellations and Orbital Sustainability). This comprehensive governance framework, formed between the ITU (International Telecommunication Union) and UN COPUOS (Committee on the Peaceful Uses of Outer Space), aims to ensure the safety and sustainability of Earth’s near orbits.
